هل يحق للقائد عدم منح الشهادة الادارية للعقار التي تنفي ان العقار ليس حبسيا و لا جماعيا و لا... بدعوى ان شخصا يدعي انه عقاره وان هناك قانون يسمح للقائد عدم منح الشهادة الادارية في حالة و جود نزاع بين شخصين حول العقار موضوع الشهادة الادارية و انه سيراسل المحكمة وكيل الملك بشان الترامي المزعوم من طرف طالب الشهادة و انه لن يسلم الشهادة الادارية حتى تبت المحكمة في النزاع فما رايكم استاد
