ما مدى صحّة تبليغ حكم ابتدائي إلى مكتب ضبط وزارة على أساس أنّ شهادة التسليم تتضمّن حصرا بأنّه تم التبليغ إلى مكتب الضبط بتاريخ كذا مع وجود خاتم كتابة الضبط. علما أنّ المفوّض القضائي أهمل ذكر لمن سلّم التبليغ وأهمل الخانتين (الذي وقّع أو الذي رفض التوقيع)؟
