رفع الرهن عن السكن الاقتصادي

اسكن حاليا بشقة اقتصادية لكن بطاقتي الوطنية بها عنوان اخر كما هوا في جواز سفري لاني اسافر خارج البلاد السؤال هو رفع الحجز سيكون في الاشهر الاولى من السنة المقبلة وانا سأكون خارج البلاد لمدة سنة او أكثر هل التأخير في رفع الرهن يتطلب اداء غرامة او لن يتغير شي .وهل ممكن عمل توكيل لاحد الاقارب بالتصرف في ذالك مع العلم انه ملزم بادلاء بشهادة السكنى ثتبت سكني واداء واجبات الخدمات الجماعية .شكرا جزاكم الله خيرا.
