هل التماطل ثابت ؟

بسم الله الرحمن الرحيم و الصلاة و السلام على اشرف الأنبياء و المرسلين السلام عليكم اعتذر عن كثرة الأسئلة حول الإفراغ و الكراء ههههه فلي ثلاث محلات تجارية ومشاكلهم عديدة المهم بعد رجوع إنذار قمت بإرساله بالبريد المضمون مع الإشعار بالتوصل بعبارة "non reclamé" قمت بتوجيه إنذار بالإفراغ بالبريد المضمون وأيضا رجع بعبارة "non reclamé" و السبب ليس لأن المكتري لا يوجد و لكنه يتعمد عدم سحب الرسالة من إدارة البريد لمعرفته المسبقة أن البريد المضمون الدي يرجع بعبارة "لم يطلب" لا ينتج اثرا !! فهل التماطل ثابت في هذه الحالة ؟
